PESEL number for foreigners: how to get one
The number without which you can't settle taxes or see a doctor, and it can be obtained in two different ways.
Updated:
A PESEL number for foreigners is an identification number used in Polish registers: without it, settling taxes, dealing with the NFZ (National Health Fund) or setting up a trusted profile (profil zaufany) is either impossible or requires a longer workaround. It is assigned automatically upon registration of residence or on a separate application at the commune office.
How to get a PESEL number for foreigners: two paths
The number can be obtained in two ways:
- automatically, upon registering a temporary stay longer than 30 days or a permanent stay: the PESEL arrives together with the address registration, no separate application needed,
- on application submitted at any commune or city office, when registration is not possible.
The registration path is faster, because it handles both matters in one visit: there is no need to book a separate appointment for PESEL and for registration. The application path is used by people who, for various reasons, cannot register. The choice of path therefore depends mainly on housing: if you have a lease agreement or the owner's statement, registration is usually enough, and the number arrives together with it.
What to prepare for the application
The application requires an identity document, usually a passport, and a document confirming the basis for staying in Poland. When registering an address, proof of legal title to the premises is also needed: a lease agreement or the owner's statement. Documents drawn up in a foreign language may require a sworn translation. Formal gaps mean a request to supplement the application and a second visit: the office will not assign a number based on an incomplete application. A full set of documents useful right after arrival is covered in the article on your first job in Poland.
What the PESEL number is needed for
- the annual tax settlement and contact with the tax office,
- registration for health insurance and use of care under the NFZ (National Health Fund),
- setting up a trusted profile (profil zaufany), i.e. access to online official matters,
- applying to exchange a driving licence and matters at the vehicle registration department,
- signing some contracts, including certain bank and subscription agreements.
Without the number, each of these matters is either impossible or handled through a longer workaround: PIT can be settled based on the NIP, and for health insurance the employer can register the employee using the passport series and number. PESEL simplifies both procedures and is required wherever the system provides no substitute, for example for the trusted profile.
PESEL and UKR status
Ukrainian citizens covered by temporary protection receive a PESEL with an additional UKR status marking. It is the same identification number, but it carries information about the basis for stay. The status can be lost, among other reasons, after a longer trip away from Poland, and the current conditions are confirmed by the commune office. Before a planned longer trip, it is therefore worth asking the office how it will affect the status and matters handled on the basis of the number. The conditions for losing it and how to regain the status are described in the article on UKR status and the right to work.
What PESEL does not give you
The PESEL number is not an identity document, it does not replace a residence card or a work permit, and it does not legalise your stay. It is solely a register identifier, necessary for many matters, but on its own insufficient to confirm the right to stay or work in Poland.
Frequently asked questions
Does PESEL replace a residence card or a work permit?
No. PESEL is solely a register identifier, not an identity document. It does not replace a residence card or a work permit and does not legalise your stay.
Where do I submit a PESEL application if I am not yet registered?
At any commune or city office, if registration is not possible.
Is PESEL assigned automatically upon registration?
Yes. When registering a temporary stay longer than 30 days or a permanent stay, the number is assigned together with the address registration, with no separate application.
What is the difference between a regular PESEL and a PESEL with UKR status?
It is the same number, but for Ukrainian citizens covered by temporary protection it contains an additional UKR status marking, linked to the basis for stay.
What documents are needed for a PESEL application?
An identity document, usually a passport, and a document confirming the basis for stay; when registering an address, also proof of legal title to the premises.
The rules on residence and employment of foreign nationals change often, and much depends on citizenship, the basis of stay and the situation of the particular person. This text describes the general course of the procedure. Before filing documents, confirm the current state of affairs at the voivodeship office.
