Work in Silesia for foreigners does not stop at the border of one city. The cities of the metropolis lie next to each other and are linked by shared transport, so you can live where rent is cheaper and work where the offer is better. Condition: the commute must fit the hours of your shift.

Why does the Silesian metropolis work as one labor market?

Instead of one large city surrounded by smaller ones, the region forms a belt of neighboring cities with different profiles. The administrative border between cities often runs through built-up areas.

For a jobseeker this means two separate decisions instead of one:

  • work: the best offer within a range you accept for daily commuting,
  • housing: the cheapest reasonable rent in the same range, close to a stop.

Both decisions are tied together by travel time, which you check in the steps below.

How to choose work in Silesia for foreigners when living in another city?

Order matters. For a first job in the region:

  1. Find an offer where the commute is already solved: by a transport line or by company transport, if the offer provides one.
  2. Ask the coordinator which part of the city the plant is in, don't rely on the city name alone. Industrial zones often lie on the outskirts.
  3. Check the connection for the start and end time of the shift, including the night shift.
  4. Only then look for housing within the same commuting range.

Moving within the metropolis is simpler than changing jobs, which is why housing should fit the job, not the other way around. The reverse order ends with a cheap room in a place with no connection for a six a.m. start.

How do the cities of the region differ?

City or areaEmployment profileWhat to watch
Katowiceservices, administration, wide choice of offershigher rent than in neighboring cities
Gliwiceeconomic zone, automotive, shift work on the linecommute to the zone for the night shift
Tychyindustry, shift workdependence on a single sector
Dąbrowa Górniczaindustry and large logistics centersstrict health and safety requirements
Sosnowiecpart of the Zagłębie area, good connection to the center of the metropolischeaper rent than in the center of the metropolis
Zabrze and Bytomnew industrial zones on former mining landlower cost of living, location of the zones

What limits the commute to work within the metropolis?

The metropolis has a shared ticket system for buses, trams and part of the rail connections, so travel between cities does not require a car. There are two exceptions to check before signing a contract:

  • industrial zones outside the network: some plants and warehouses lie far from stops,
  • night shifts: the end of a shift can fall after the last run or during a long gap between night runs.

How to calculate the time and cost of the commute for a specific offer is shown in the article on commuting in the Silesian metropolis. In the western subregion, the availability of offers is usually decided by company transport.

Do Bielsko-Biała and Częstochowa belong to this market?

They lie in the same voivodeship (voivodeship: województwo), but outside the metropolitan network and function as separate markets. A daily commute from there to the center of the metropolis makes no sense; these are places to live and work locally. Częstochowa has a lower cost of living than the core of the metropolis, and Bielsko-Biała has less competition for workers, but also fewer offers without Polish language.

What formalities apply across the whole region?

The rules for legalizing work are the same in every city. Only the office handling the case changes.

PathProcessing timeMax. length of work
Work permit (voivodeship office: urząd wojewódzki)2 to 4 monthsaccording to the permit
Declaration of entrusting work (district labor office: powiatowy urząd pracy), only for citizens of selected countries, including Ukraine, Belarus, Moldova and Armeniausually up to 7 working days, up to 30 days if clarification proceedings are needed24 months

For seasonal work, the application for a seasonal work permit is filed at the district labor office. Since June 1, 2025, applications for a work permit and attachments are filed exclusively electronically via praca.gov.pl. In case of formal gaps, the office calls for corrections within 7 days of delivery of the request. For a declaration, the employer reports the start of work to the labor office within 7 days of its start.

Changing your city of residence within the metropolis does not change the rules on the legality of work, but the new address must be reported at the city office where you live.

Frequently asked questions

Can I live in Sosnowiec and work in Gliwice?

Yes, the legality of work does not depend on the city of residence. The shared metropolitan ticket covers both cities, and after moving you report the new address at the city office where you live.

Which city in Silesia has the most offers for foreigners?

Katowice has a wide choice of offers, but rent there is higher than in neighboring cities. For production and warehouse work, more shift offers are found in the industrial zones of Gliwice, Dąbrowa Górnicza, Zabrze and Bytom.

Is a new permit needed when changing jobs to another city in the metropolis?

The permit and the declaration apply to a specific employer, not to a city. A move alone with the same employer does not require a new procedure. For temporary work, moving to a different plant may require a change of the legalization documents, so before such a change ask the coordinator, and current rules are confirmed by the office that issued the permit.

This text describes the general rules. What you are entitled to depends on your type of contract: an employment contract (umowa o pracę) or a contract of mandate (umowa zlecenie). Your own contract and payslip are what count.
